The weird thing is, it works but only on the attack roll. In this shot my monk had 14 Str and 18 Dex, so Dex is higher and using the monk ability to finesse unarmed. However, it appears that Tavern Brawler doesn't actually just apply your strength twice. Instead it applies your strength on top of whatever else you're using for the attack. So I'm getting +6 to hit and damage (dex and strength combined).
