It goes like this, the battery has sufficient charge to energize the starter solenoid, but once the solenoid contacts close and power is supplied to the motor, voltage to the solenoid drops and the contacts open, removing power to the motor.This is because Kawasaki went and upgraded the oil pump from plastic to metal. The problem was most common on the Vulcan 1500 Classic models, and owners opted to replace the oil pump with a third-party one. Replacing the oil gear pump seems to solve the symptoms listed above. 2. Regulator/Rectifier Wears Early.Rap is a waste of oxygen. I'm hopelessly out of touch. Most bikes would be about 15V at 5000 rpm, but you need to find the specs for your bike. It could be that the meter is off, though. You might want to check the voltage and the connection points with a multimeter to compare.

A couple things that'll wake up the 800 I've done are to debaffle the stock pipes, and Grampsized the air filter housing, see link below. Great tips on here. You would have to remove it from the radiator, put it in some water, heat the water up, and measure with a volt-ohm meter or circuit tester to see if the switch closes when the temperature of the water gets to the right point.
