DDLC as a whole is retconned to be a game within a game. No longer are we a visual novel player horrified as the game glitches out, we're just a bored office employee doing his job. This ruins immersion and is bad. Probably the biggest complaint I see about Plus on here. And it's untrue because DDLC was always a simulation within a simulation.

It is DDLC with enhanced visuals and extra content. It is a different experience from the original since the original game was designed to be played on a computer, whereas DDLC+ was designed for consoles. If you're interested in lore at all, I would recommend getting both, since each game has different stuff hidden.
